Dr Yuan Chen-Hsieh (Chin Siu-Ho) et une équipe de médecins et de scientifiques partent à la recherche d'herbes capable de soigner les malades du SIDA. Mais la quête des scientifiques devient un cauchemar lorsque Chen-Hsieh vient en aide à une jeune femme promise au sacrifice par une tribu de vaudous. Seul survivant, il se retrouve atteint d'un sortilège sanguin que la jeune femme parvient à ralentir. Mais un an après, le docteur doit retourner en Thaïlande car le mal s'accroît. Il doit avec la dispensable compagnie de la journaliste Tsai Hung (Maggie Cheung) retrouver la secte.

Roughly chronological, from 3/96 to 11/96, with a coda in spring of 1997: inside compounds of Aum Shinrikyo, a Buddhist sect led by Shoko Asahara. (Members confessed to a murderous sarin attack in the Tokyo subway in 1995.) We see what they eat, where they sleep, and how they respond to media scrutiny, on-going trials, the shrinking of their fortunes, and the criticism of society. Central focus is placed on Hiroshi Araki, a young man who finds himself elevated to chief spokesman for Aum after its leaders are arrested. Araki faces extreme hostility from the Japanese public, who find it hard to believe that most followers of the cult had no idea of the attacks and even harder to understand why these followers remain devoted to the religion, if not the violence.

The film is a continuous time-lapse with multiple exposures of the sunset from the same angle and position on 16mm film. The shoot was done in a span of 5 years. The title 13 is because the time-lapse has a 13-second interval per frame.
