Après avoir été fustigé par le chef de la police pour 42 vols non résolus, l'officier Kennedy embobine les 2 vagabonds Stanley et Oliver dans un plan pour récupérer sa réputation : En échange de la promesse de ne pas les emprisonner 3 mois pour avoir dormi sur des bancs de parc, Kennedy les incite à cambrioler la propre maison du chef de la police, avec l'intention de les arrêter en face de son patron, redorer son blason, et plus tard tout arranger pour les 2 garçons.
