Kagerota, un ninja rebelle, est recherché car les membres de son clan pensent qu'il sait où se trouvent les parchemins qui révèlent les techniques mythiques permettant aux guerriers de changer d'apparence pour remporter des batailles. Kagerota transporte dans son sac « Père », un chat obèse, au pelage doré et au nez rouge. Kagerota pense que ce chat est la réincarnation féline de son père ninja légendaire, Kuze Kenzan, disparu depuis longtemps, car il a le même nez rouge que Kenzan. Pendant ce temps, le clan Kiryu, impatient de récupérer le parchemin, envoie deux ninjas féminines, Momiji et Tsubame, pour capturer Kagerota. Kagerota se bat pour redonner à « Père » son apparence humaine et échapper aux ninjas malfaisants...

The film is a continuous time-lapse with multiple exposures of the sunset from the same angle and position on 16mm film. The shoot was done in a span of 5 years. The title 13 is because the time-lapse has a 13-second interval per frame.
