En plein milieu de la mer du Japon, un sous-marin nucléaire américain transportant plusieurs missiles se retrouve endommagé par une violente explosion. Sans moyen de communication avec l'extérieur, l'équipage se scinde alors en deux groupes. Ceux qui pensent qu'une guerre nucléaire a commencé, et qui sont d'avis d'utiliser les missiles, et ceux qui s'y opposent formellement.
