Phil Reed est épuisé. La raison de son épuisement ? LES FEMMES. Pour lui les femmes sont comme des sucreries que l'on choisit en magasin. Par contre, son appétit pour les délices atteint la saturation et il se demande s'il rencontrera la femme idéale un jour. il rencontre Marsha. Elle est magnifique, intelligente, agréable et tellement sensible. Mais voilà qu'elle disparaît à la suite d'un week-end mémorable à Acapulco. À la grande surprise de Phil, Marsha s'apprête à épouser quelqu'un d'autre et leur aventure n'était que la dernière "folie" de Marsha. Ayant trouvé la "femme de sa vie", Phil ne la laissera pas filer. Ses recherches l'emmènent à l'église où Marsha s'apprête à le quitter pour le meilleur et pour le pire.

The film is a continuous time-lapse with multiple exposures of the sunset from the same angle and position on 16mm film. The shoot was done in a span of 5 years. The title 13 is because the time-lapse has a 13-second interval per frame.
