Pour réguler le trafic de cocaïne, la CIA fait appel aux barons de la drogue locaux pour faire le ménage chez les trafiquants que le gouvernement n'approuve pas. Quatre tueurs sont engagés pour éliminer d'un seul coup les plus gros producteurs lors d'un énorme deal. Ils ignorent que la CIA a d'autres boulots bien plus sales à finir.
