À partir de 1945, le journaliste Michael Goldsmith parcourt l'Afrique, du Congo au Yémen, en passant par l'Algérie et l'Afghanistan, couvrant des conflits et des crises dramatiques et observant de près la façon dont les anciens pays coloniaux vivent leur indépendance. En 1977, il devient correspondant spécial en République centrafricaine et couvre le sacre de Jean-Bedel Bokassa qui s'autoproclame empereur. Accusé d'être un espion par le dictateur, il est arrêté et longuement torturé avant d'être relâché. C'est à travers son histoire que Werner Herzog nous invite à plonger dans la folie sanguinaire de l'« ogre de Berengo ».
